The outside path is straightforward to picture: water runs down the roof, reaches the edge, enters the gutter, travels to a downspout and discharges somewhere away from the house. Every stage has to connect to the next. Gutter and downspout work as one drainage path, so overflow at the gutter can come from blockage, from the outlet or downspout arrangement, from the gutter configuration, from the volume of runoff, or from something else on the site. Water discharged next to the wall it just came off is not much better managed than water that fell there directly.

Water leaving a roof and air moving through a roof space are different problems with different mechanisms. What they have in common is that both depend on having somewhere to go. Gutters deal with water once it has already reached the roof edge. Ventilation deals with air moving through the assembly beneath the roofing. Neither does the other's job, and neither works well when the route it depends on is interrupted.
Two different paths around the roof
When either system is not doing what it should, the path and the way its parts work together are worth checking.
The inside path is less visible and easier to get wrong. In a typical passive arrangement, air enters low in the roof space, often through soffit vents, while exhaust is provided higher on the roof. Both ends need considering together: exhaust works with something feeding it, and intake works with somewhere for the air to go.
What gutter installation has to do
A gutter collects water along the roof edge and holds it long enough to move it somewhere. The downspout is what actually removes it, and where the water lands afterwards is part of the system rather than an afterthought.

What the ventilation side has to do
Ventilation is about the air in the space under the roofing, not the air in the house. Indoor moisture can reach a roof or attic space, and ventilation is one part of managing the conditions there.

Why adding more is not automatically the answer
The instinct when a roof space feels damp or stuffy is to add another vent. Sometimes that is right. Sometimes it changes very little.
Adding another outlet may not help if the limiting factor sits elsewhere in the ventilation path. Whether more ventilation is useful depends on the existing intake and exhaust, how they relate to each other, and how the roof is laid out. Those need considering together, which is why the existing arrangement is worth establishing before anything is added to it.
The same caution applies in reverse. Damp in a roof space is not automatically a ventilation problem. Moisture there can have more than one source, so adding ventilation without establishing what is contributing to it may not address the underlying issue.
What should be clear in the scope
For gutters: what is being replaced and what is being retained, where downspouts will run and where they discharge, what condition the fascia and roof edge are in, and whether guards are included or priced separately.
For ventilation: what exists now at both intake and exhaust, what is being added or changed, and how the two ends relate after the work. A quote that lists vents without mentioning intake has only described half the system.
When this overlaps with roof work
When roof replacement is already planned, existing gutters and ventilation components are worth considering while the roofing scope is being established.
Depending on the roofing system and how the work is sequenced, replacement can interact with roof edges, ridges, penetrations and existing ventilation components. Whether gutters are retained, refitted or replaced, and whether ventilation is changed at the same time, are decisions better made while the scope is being set. If roof replacement is in prospect, raise them then rather than after.
Common questions
Do new gutters need new downspouts?
Not always, but they should be assessed together. The gutter holds water and the downspout removes it, so a length of gutter that overflows may be limited by its outlets and their position rather than by the gutter itself. Replacing one without looking at the other can leave the original constraint in place.
Can gutters be replaced without replacing the roof?
It can be possible to replace gutters as a separate scope from the roof covering, since gutters attach at the roof edge rather than forming part of it. The one thing worth checking is the condition of the fascia they fix to, since that is behind them and only really visible when they come off.
Can roof vents be added to a roof that already has some?
It can be possible. Whether additional ventilation is useful depends on the existing intake and exhaust arrangement and on how the roof is configured, so that is the thing to establish first rather than assuming more outlets will change conditions.
Is water overflowing a gutter the same as a roof leak?
No, though they can look similar from inside. Overflow happens at the roof edge and puts water somewhere it was not meant to go, which can end up looking like a leak. Water entering through the roof covering is a different matter, and tracing that belongs with roof repair and maintenance.
